Why was there a $700 Billion bailout?

Why did it still happen even though congress voted down the resolution to pay Goldman Sachs and others $700 Billion. I remembered everything going out of control and stocks plummeting afterwords, but I distinctively remembered a huge outcry against corporate bailout on Capitol Hill. They initially voted it down, but how can it still happen despite the american people's wishes? I know some shady deals were made, what were they and why?
