How do charismatics differ from evangelicals?

My experience has always been that charismatics are evangelical too, but evangelicals aren't always charismatic. Presumably the Catholic charismatics are not evangelical, but what exactly is the difference? Surely if evangelicals are Biblical literalists who believe in the authority of scripture, they'd just look at the appropriate texts and that would make them charismatic too, wouldn't it?
