I H23a1 engine in my prelude, what is the best option to make it faster?

so i have h23a1 engine in my 92 prelude. what is best and least costly option to make it faster. Should i go with H23 Vtec. or h23 with an h22 head, and which one is less costly so i could do it up turbo laters. I know changing h23 to h22 Vtec gonna cost heaps, but is it same cost if i do it h23 vtec in h23. Any other suggestions if u got plz let me know
